It depends on when in Roman history one is referring to.
At the outset, only Roman men could be citizens. Over time, former slaves were given the right to vote. Eventually, the citizens of the places the Romans conquered were given limited and then full rights of citizenship.
In 212 CE, the Edict of Caracalla made it so that all free people in the Roman empire were given the rights of citizenship.
