    Answer:The Viet-Cong

    Explanation:

    There was a cease fire issued but the Viet-Cong were communist followers and so they thought if they stopped all they fought for would be nothing, they did not stop fighting but, South Vietnam was able to take back its villages and control South Vietnam again.
