    Nixon was in favor of an idea called New Federalism. His goal was to allow local and state governments to use federal funds as they deem necessary. However, Nixon also took several different progressive steps to increase the size of the federal government. He did this through the creation of the Environmental Protection Agency. This federal agency implemented stricter safety and environmental regulations on businesses to decrease pollution of air and water sources.
