How had Britain and the Latin American nations dealt with the issue of slavery?

    In a compromise, slaves were to be counted as 3/5 of a person. The conflict was over whether they should be counted in the census, and since the House of Representatives was to be based on a state's population, counting slaves in the population or not would have a major effect on the power of slave states.
