    Congress was dominated by Republicans. They had control. Republicans heavily opposed President Johnson's reconstruction plans. On March 1867 they passed the Tenure of Office Act and later they impeached him.

    On February 24, 1868, the Congres voted eleven articles of impeachment against President Andrew Johnson. He was the first president to be impeached.
