Jefferson was opposed to negotiating with pirates and so refused to pay the Tripoli Pirates.

As Ambassador to France, Jefferson tried to spark action against the Barbary pirates but it wasn't until he was President that Jefferson ordered troops set to crush the Barbary pirates in the Barbary War.
