(i) the formation of a separate province of Sindh
(ii) introduction of reforms in the North West Frontier Province and Baluchistan on the same footing as in the other provinces.
These proposals were a way of equating the nation, making them able to have a greater representation in the government. The Muslim League was willing to abandon separate electorates so that was the way they found to get what they wanted.
