Why might it be appropriate to equate 'civilization' with 'state-control'?

    Civilization is an advanced organization of social structure and government. To say that civilization equals state-control is appropriate. To have an efficient organization of people, rules and regulations must exist to keep the order. A government should be existing to execute these rules and regulations. State-control is then necessary to maintain a civilization in a harmonious and efficient state.
