    The first draft of the Civil Rights Act was proposed by John F. Kennedy on June 11, 1963

    and was signed by Lyndon B. Johnson on July 2, 1964

    The first draft was proposed by John F. Kennedy. However, due to his deaht, it was passed onto Lydon B. Johnson
