    Indeed, state laws are created and/or ratified by the state legislature. They do have the power to approve state budgets and tax legislation since it is one of their powers. States laws cannot override federal law since the latter has supremacy over state law as per the US Constitution. Finally most states have actually a bicameral structure with the exception of Nebraska that has only one chamber.
