Estate Owners represent the upper class of the society, which were seen by the lower class as leads. This was so because if the upper class adopts the new fashion it would affect the rest of the population. Apart from Estate Owners, the younger generation was also benefited by these reforms. To reach his goal of social modernization he introduced the French and Western dresses in the court and even implemented a tax for long beards. Peter implemented such reforms and made some changes in the society which ultimately profited the country.
