    Peter the Great spent much time in Europe. He considered Russian surfdom a major reason why Russia was backwards compared to Europe. Peter traveled to europe to Learn ow to change Russia. Peter was challenged in his attempts to modernize Russia by the aristocracy. Thus he needed absolute rule to force the changes he deemed necessary to modernize Russia
