What is one difference between how HR2520 will move through the U. S. House of Representatives and the U. S. Senate?

    The House is more about speaking on behalf of the people in a direct way; and the senate is more about representing the states.

    Based on their population, states have different numbers of Representatives and yet 2 senators.

    Therefore, initially, a representative sponsors the HR2520 Act, then HR2520 will be studied by a committee, next it will be voted on, or debated; if HR2520 passes by majority, then it will move to the senate.
