Why do underdeveloped nations have difficulty saving and accummulating capital supplies?

    Many underdeveloped countries have a high proportion of the total population engaged in producing food - a primary source of wealth for economic development. However, because many of these people are subsistence farmers barely feeding themselves there is little or no individuals surplus for creating capital.
