General Lee decided to surrender his troops at Appomattox Court House because the Union had surrounded his troops and he had run out of supplies. The correct answer is D.

General Lee's troops had no supplies left and they were starving. Also, many of them had no guns and begged him to surrender because they were already surrounded by the Union.
