    There's a likely chance that C can also be true (They decide taxes), but I decided to leave it out because exporting is usually led by privately owned companies.

    Governments are institutions created to solve the social problems for which the regular people do not have the time to take care of, take for example your neighborhood, imagine if you could only do as much as you work allowed you to do, security, health and building roads, electricity would be out of reach for you, so you gather with a few friends and designate someone to take care of health, then someone else to take care of security, then someone else to take care of electricity, and like that, up untill you only have to give a certain amount of money a month to enjoy this priviledges, that's the easiest explanation of a government, an institution to which all citizens make contributions so they take care of the macro and micro problems that a society might face.
