The correct answer is the third option. In contrast of what philosophers stated at the time, Machiavelli argued that a ruler should do whatever he could in order to achieve the state's goals. This continues to be a highly controversial posture till this day because it clashes with ethical principles. Machiavelli's statement implies that a ruler can potentially incur in wrongdoings in order to get things done.
