Which of these powers are under the control of the state?

States are able to administer elections. States cannot regulate commerce or coin money, because not every state has their own form of money or trade. They're regulated by the federal government. Additionally, only the federal government can declare war. If states had that ability, there probably would've been a lot more wars declared throughout history.
