This fear of a big central government evolved from America's experience as colonies under the control of Great Britain. To ensure that this type of tyrannical government did not happen again, Anti-federalists fought for a small federal government. After this type of government structured failed under the Articles of Confederation, the federalists and Anti-federalists met in order to change the current political structure. This is where the new US Constitution was developed.
