What was the underlying reason that many states wanted the bill of rights to be apart of the constitution

    The bill of rights basically gave the people their rights and it wasn't in the constitution before. That way they know what they have the right to do/have and the government does not have complete control over them.

    The Bill of Rights places specific limits on government. Some people still feared that a strong government would become too powerful. The Bill of RIghts took away this fear.
