In your opinion, who had most power the royal governor, the council, or the assemblies? Defend your opinion

I believe the council, just because of the soul purpose of having more of a well discussed & well thought process to keep the power strong and the amount of people versus the the others. I mean the assemblies had people to, but the councils were more prestige
