The correct answer should be Athens

Athens was a center of political thought and they debated almost anything and the debates were often publicly available and people could participate in them. They also loved arts and placed a huge emphasis on culture and philosophy and things like that. This was opposed to let's say Sparta which was a war culture nation.

I think it was Community of the Polis
