The Barbary States were practicing piracy to enhance each nation’s economy. The pirates would capture ships to hold for ransom and would sometimes sell captured sailors into slavery. When the thirteen colonies were part of the British empire their ships could operate in the Mediterranean without fear of attack because the British were paying an annual tribute to the Barbary states.
