Where did the rights originate come from and why

The rights are usually decided upon by a legistative (law-making) body, and signed by the individuals or organisations that agree to follow them.

Some rights are said to be universal, and be inherent to humans, but still, they have to be specified by some law and agreed by the parties which will then have to respect them.
