    The program was done in time in his presidency. The SDI is intentionally for space-based state defense. Despite this plan, his real dream was to stop the use of nuclear weapons.

    He gave up SDI in an agreement with Mikhail Gorbachev, Soviet President that they will stop the use of nuclear weapons. However, they don't have guarantee that no country will use it.
