Expressed powers are a list of powers in the Constitution which set forth the authority of Congress. This means that Congress is allowed to exercise powers the Constitution grants it and are subjected to the individual rights noted in the Bill of Rights. However, the Constitution also states certain limits on Congress, such as the states obtaining certain rights Congress does not have.
