The elastic clause of the United States

Constitution gives Congress the power to

(1) "make rules for the government and

regulation of the land and naval forces; ..."

(2) "regulate commerce with foreign nations, and

among the several states, and with the Indian

tribes; ..."

(3) "lay and collect taxes, duties, imports and

excises, ..."

(4) "make all laws which shall be necessary and

proper for carrying into execution the
