The government raised most funds for the World War 1 by allowing a laissez-fair (let do) domestic economy to occur for the masses. This simply means that all private or public institutions can run and do business with no interventions from the government. Aside from this, US had granted huge loans for France and Britain, so that they can use it to form their artillery.
