    Starr report was an investigative report which was led by Kenneth Starr who was an independent counsel.

    The investigation began on President Bill Clinton and his alleged abuse of power and authority.

    Eventually, investigation revealed the relationship between President Bill Clinton and a white house internee Monica Lewinsky.

    It was probably the biggest scandal in US history since Nixon's Watergate.

    The Republicans also hoped that the report will tarnish Clinton's reputation and lead them to winning the mid-terms.

    I choose letter B. turn the November 1998 mid-term elections in their favor. They were able to control Congress due to this. The report however was dismissed for there were too many inconsistencies in the report which claimed the President misused government resources as well as the claims that he assaulted Paula Jones.
