    An organized government would probably prepare for famines by creating national reserves of canned food since canned food can last indefinitely if the cans are not damaged. They would also save grains and anything similar that can be used to make various type of cheap food such as bread. Droughts are fought with things such as artificial lakes or with large water reservoirs that can be used in times of trouble.
