Was a similarity between the baltic states and the ukraine is that both were annexed by the soviet union.

This is correct. They were annexed by the Soviet Union and lost all independent sovereignty even though the Baltic states had independence before the Soviet Union. They were not satellite states like other states found in Europe, but were parts of the Union.
