Unpopular use of the pardoning power likely contributed to which president's reelection defeat?

This is mostly the case for Gerald Ford. What he did that angered many is pardon Nixon who was involved in the Watergate scandal. Many people thought that this was unforgivable and that Nixon should be in prison for violating the constitution and American legislature the way he did.
