Assuming you mean the very first humans to live in cities, the answer is people after the Agricultural revolution. The Agricultural revolution, or the invention of agriculture, allowed the previously nomadic humans to settle down in a permanent residence, eventually forming cities in arable locations, often on the banks of rivers.
