The answer is false. The first colonial constitution was Hartford, Connecticut.

The answer is false because The Articles of Confederation could qualify as the first constitution of the United States if the question is asked with a lower-case c, but if the question is asked with a capital C, it refers to the United States Constitution and there has been only one and it is still the Constitution we have today.
