the states want to limit it.

it is likely to lead to immediate lawless action.

the president chooses to limit it.

a majority of Congress chooses to do so.

    Actually, the Establishment Clause only prevents the government from teaching/soliciting religion while the teacher is going over a lesson. What you do after the teacher stops teaching can't be regulated by the government. But, this is only for a school setting.
