Why did the Qing regime have a policy of limited foreign contacts?

to avoid a demographic shift from the rural countryside to port cities

to prevent its population from developing an appetite for foreign goods

because they feared complete invasion by advanced European armed

forces

because the infrastructure was inadequate to deal with naval and overland commerce
