How did Constantine add to Diocletian's reforms?

    The rule of Constantine added further reforms, including the establishment of the strict centralization of power, which resided with the monarch or head of state; he introduced a vast bureaucracy meaning that all decisions were made by the head of state rather than by elected representatives; and by the formal and definite separation of the power of civilians and the military, giving more power to the military on state and security issues and decisions.
