What should obama do if iran and north karea proceed with developing nuclear weapons

So first off, Barack Obama is no longer president, Donald Trump is. If they proceed with developing nuclear weapons, the president should try and make peace with them, and if not, send troops in to take care of it. Thats the most logical answer I can come up with.
