This is because cities started to grow after centuries of the Dark Ages, where only villages and small towns existed. As people started to expand their hometowns, cities began to pop up. End of Muslim rule only brougt prosperity to people, black death obviously brought them death, and Magna Carta is a document that limited the rule of the king.
