The Wade-Davis Bill passed by the Radical Republicans demanded guarantees of African American equality. Lincoln killed this bill with a "pocket veto."Lincoln's plan did not guarantee African American equality. Only white male citizens who could take an ironclad oath attesting to their past loyalty could serve in state constitutional conventions. High-ranking civil and military officers of the Confederacy were excluded from political rights. State constitutions were required to abolish slavery. State governments were required to repudiate debts incurred during the war.
