In the early 1900s, japan and the united states shared:

They shared what was known as the Gentlemen's agreement. The idea behind it was that Japan would forbid Japanese people from emigrating to the United States, but the US would not limit migration from Japan. This was never ratified by the congress and lasted until 1924 when new legislature was made.
