    William Penn believed that the success of his colony depended on unity and democracy. He believed in communal discussions at the level of government to discuss war and peace and to settle and negotiate deals. He also wanted to have peace with the Lenape Indians which lived in the area which he established (Philadelphia). He also wanted all the states to live peacefully together in unity.
