How was Japanese bureaucracy different from Chinese bureaucracy

Japan and China share a number of similarities especially with their religions and value systems. Although they are neighboring countries, the two countries also have a number of distinctions in terms of bureaucracy or governance. The government of Japan is a constitutional monarchy whereas in China is communism. The legal system of China is influenced by Soviet and continental European civil law systems, whereas for Japan they based their civil law system based on the German model and a little of Anglo-American influence with a retention in their traditions. In China, the recognized chief of state is the President whereas in Japan, it is the Emperor. The head of government in China is the Premier and in Japan, it is the Prime Minister. In China, the National People’s Congress elects for the president and vice president for a specific term only, whereas in Japan, the monarchy is being inherited and the bicameral legislature designates the prime minister. China only has one party which is the Chinese Communist Party yet in Japan there are multiple parties acknowledged.
