Why was george washington unable to overcome division within the new government?

George Washington was the most popular figure in the US when he became president in 1788. Congress organized the apartments of War, State and the Treasury. Washington nominated brilliant figures such as Thomas Jefferson and Alexander Hamilton to serve in his new cabinet. Within months, these two men
