He describes the U. S. A as a risky and dangerous place. He basically things the U. S. is planning to take over the world (world domination) At the time, the U. S. was the lead in manufacturing, and we also had trade agreements with other countries. Novikov thought this meant we would be able to overbalance Russia, and thus started the Cold War.
