William advised Lincoln to postpone the Emancipation Proclamation until the Union has won a battle. During this time the North suffered a string of defeats in major campaigns against the South. Without a victory the Emancipation Proclamation would be powerless and will have no support to enforce it. With the Battle of Antietam, Lincoln was able to issue the Proclamation that outlawed slavery. Later North turned the tide and won the war and abolished slavery throughout the United States
