    Originally, under Roman political system, there was one ruler over their entire empire. Once the Roman Empire fell, it opened the door for feudalism. This is where monarchs come into power and they give land to their most loyal followers. This is different because under Roman rule, there was one ruler who administered land to all the people but during feudalism there were numerous monarchs in control giving out land to people. In Eastern Europe under the Byzantine Empire there was one ruler, the emperor, who made an alliance with Umayyad Calephate in order to regain their territory in Cyprus. This showed there relationships that were possible by rulers under the Byzantine Empire. They had an army that was only used during war time so that the army didn't gain political power, and the emperor who ruled focused most of their attention on ruling. Under Eastern Orthodoxy they used a bureaucracy to nominate a ruler who was responsible for giving and watching over territory. The society itself was groups of nomads called Berbers. This was different because the Byzantine Empire was a united society, the Berbers were more of a unified state that was fragmented.
