That depends on what time of history.

If we are looking at the slave states during the 1776 era, it would be D) because they had to decide how many representatives each state should send (representatives are based off of population) a high slave population meant more power in government

However in the 1840s and beyond-

the right answer would be C) because so much of the north's main business (textiles) relied on Southern cotton. Meaning if the slaves were freed, less cotton. With less cotton = less textiles
