    Literacy tests were intended to be extremely difficult and at a time when former slaves and the poor were never taught to read, literacy tests were used to keep them from being able to vote. If you couldn’t pass the test, you couldn’t vote. Southerners also used high fees and voting taxes to keep the African Americans and poor from being able to afford to vote.
