Why was the Emancipation Proclamation NOT able to offer all it promised?

The slaves could not read the wording of the document.

The government did not approve the proclamation.

Control of the area involved was lacking.

Northerners refused to enforce the promise.

    Mostly because the government had almost no control over the South. States have a lot of power, plus all of the manpower lacking since the depletion of the Union army during the Civil War, also getting the troops there was difficult.
